What's the story with this one I have searched Orbital, bribed to see who is upstairs, attempted to break in to the in. Nothing...

Is this a missing module or what?

I think it's just a encounter that is harmless and is just there to increase the odds of actually getting an outcome that affects your character stats. Loopz will probably say something like: "You need to be a certain level/race/sex/whatever to unlock the secret", but we all know that's a bunch of crap.
