Orbital Song?!

Does anyone know which Orbital song features a man saying:

It's Christopher Eccleston from "24 Hour Party People", but it's never been used in an Orbital song...

Christopher Eccleston, however, does appear in the Orbital song, "You Lot"...

Apparently, the song "Rapanthem" by Modeselektor contains the quote?
